Partisanship and local fiscal policy: Evidence from Brazilian cities

We study the role of partisanship in shaping local fiscal policy Brazilian cities 2004–2016 period. Using a regression-discontinuity design, we find no effect left-wing mayors on size city government. modest but robust positive approximately 0.6 percentage points social expenditures share, which translates small (approximately 1 percent) increase expenditure per capita. The impact spending is stronger 2004–2008 ‘boom years’, for lame-duck and receiving oil windfalls. These results suggest that parties attempt to shape allocation municipal resources favor their respective electoral bases ability do so severely limited by factors such as institutional constraints re-election concerns.
